
(Casper, Wyo.) – Here is a recap of law enforcement activity from around Natrona County over the past twenty-four hours. All those cited or arrested are presumed innocent until convicted in a court of law. Charges filed are subject to change following official filling from Natrona County District Attorney’s Office.

Casper Police Department responded to 164 calls including one animal noise on Sycamore, two assaults, four disturbances, two drugs, one fire assist on S. Elm Street, four frauds, one hit and run, six shoplifting, four thefts, and one harassment.
Natrona County Sheriff’s Office
Shane E Fowler, failure to comply, careless driving, duty to notify owner.
At approximately 5:02 am Natrona County Sheriff’s Deputies responded to the area of Casper Mountain Road and Crimson Dawn Road for a report of a motor vehicle crash with injury. According to court records, Deputies were notified that a male, named Shane E Fowler and another male were involved in a motor vehicle crash in a 1996 green Chevrolet S-10 pickup. Reports indicate that the vehicle had struck a tree.
According to the reporting party, he had received a call about the crash. The RP reported that Shane E Fowler was driving. Deputies arrived in the area at approximately 5:21 am and located the crash scene on East End Road 2.2 miles east of Casper Mountain Road.
Deputies, Emergency Medical Services, and Natrona County Fire District searched the area and were unable to locate the occupants of the vehicle.
Court documents indicate that tire marks on the road surface indicated that the vehicle was eastbound on East End Road. The vehicle was swerving back and forth in a “fishtail” type fashion. The vehicle left the road on the south side. The vehicle slid around rotating to the left and impacted a tree with the right front bumper. The report continued to state that the vehicle bounced off the tree and continued to rotate around to the left coming to a rest at an angle to the tree.
Reports show that the vehicle sustained heavy damage tot he right front grill and hood area. Deputies reported that the driver’s side airbag was deployed. Both seat belts were not locked, paycheck stubs in the console belonging to Shane E Fowler, and several beer bottles were found in the area of the vehicle.
The vehicle was later towed by Mad Towing.
Deputies were heading westbound on East End Road leaving the crash scene when they encountered the passenger of the vehicle. The passenger told Deputies in court records that he and the driver had been consuming alcoholic beverages. The driver, Fowler, was driving east bond on East End Road at a high rate of speed. When the passenger saw that there was going to be a crash he put his seat belt on. Fowler began steering right and left causing the vehicle to “fishtail”. He continued to report, as Fowler approached a left hand curve, he lost control of the vehicle and struck a tree. When the passenger awoke Fowler was gone and he contacted his brother, the RP.
Later in the day Deputies received a phone message from Fowler about the crash. Fowler met with Deputies and stated that the vehicle was his and he was driving the vehicle on Casper Mountain. He stated that he had consumed one alcoholic beverage earlier in the evening but the other male was the one who was drinking. Fowler stated that he was traveling East on East End Road at approximately 50 mph. Fowler stated that he though the tire possibly blew and that caused him to lose control and strike the tree.
He told Deputies in court records that at some point while the two were searching for help they became separated. Reports indicate that Fowler fell down and hill and “passed out”. He awoke awhile later and began walking until he, “passed out” again. He was later informed that the Sheriff’s Office was looking for him when he contacted the RP.
Fowler was placed under arrest for an outstanding City of Casper Municipal Court warrant, careless driving, and failing to report a motor vehicle crash to law enforcement.

Calls:
Natrona County Sheriff’s Office responded to 46 calls including one disturbance on S. Robertson Road for a report of a male throwing an axe at a tree repeatedly. NC Sheriff Deputies checked the area but were unable to locate anyone with an axe in the area.
They also responded to two disturbances, two family fights, a downed power line on Alcova Road and eleven traffic stops.
