Crews install insulating material on what will be a combination splash pad and ice skating rink at the David Street Station public plaza on Sunday afternoon in the Old Yellowstone District in downtown Casper. The second phase of the David Street Station is scheduled to be ready by the end of May and will feature water-shooting jets and a large area for children and families. The water is filtered and recycled. The area will serve as an ice skating rink during the winter months. (Dan Cepeda, Oil City)
