
(Casper, Wyo.) – Here is a recap of law enforcement activity from around Natrona County over the weekend. All those cited or arrested are presumed innocent until convicted in a court of law. Charges filed are subject to change following official filling from Natrona County District Attorney’s Office.
Casper Police Department
Arrests:
Joel D Allen Jr., Casper, domestic battery, interference w/PO.
Joel D Allen Sr., Casper, public intoxication.
At approximately 6:08 pm Friday Casper Police Department responded to Westshore Village Road in regards to a family fight. The reporting party, later identified as Joel D Allen Sr., claimed that his son Joel D Allen Jr. was trying to assault him. Allen Sr. claimed that his son shoved him out of the house and had a knife in his hands, according to reports.
Upon arrival officers knocked on the door of the residence and were greeted by a male subject later identified as Allen Jr. Allen Jr. reported that it was his roommate who had attacked his father then he took off into the residence. Officers hollered back for Allen Jr. to return and with no response the entered the residence and located Allen Jr. hiding underneath his bed in the northeast corner of the residence.
Court documents report that Allen Jr. quickly became angry and started flexing his muscles and calling officers profound names. He proceed to explain that the reason officers were allowed to work was because he paid their wages with ‘explicit’ taxes.
Officers walked Allen Jr. out of the residence to where Allen Sr. was sitting on the porch. Allen Jr. raised his right leg and kicked Allen Sr. in the back of his head while yelling profanities. He was eventually placed in the back of the patrol car where he continued to blurt out profanities and bang his knees and head against the cage despite being asked to stop multiple times.
Officers spoke with Allen’s roommate who reported that Allen Jr. was washing dishes while Allen Sr. was sitting on the couch. The two began arguing with one another, Allen Sr. stood up and grabbed his son and Allen Jr. responded by shoving him out the door.
It appeared to officers that both men were intoxicated, and the only witness had not witnessed any assault until Allen Jr. kicked Allen Sr. in the back of the head.
Allen Jr. was arrested and taken into custody for domestic battery and his father was charged with public intoxication.

Zachary T Glascow, Casper, public intoxication.
Early Sunday morning Casper Police Department Officers were dispatched to a residential burglary in progress at Yucca Circle. The RP advised dispatch that a male named Zachary had burst into their house and started threatening them. Reports indicate the man had gone into the house to get his bluetooth headset back.
Officers arrived on scene as a male later identifed as Zachary Glascow came running into the street. Reports show that Glascow got onto his knees and stuck his hands in the air. He informed officers that he wanted to prove his innocence.
Officers could smell the odor of alcoholic beverage emanating from Glascow’s person and breath. Officers transfer Glascow to Natrona County Detention Center and charged him with public intoxication.
The incidents continued at the Detention Center.
At approximately 2:00 am Natrona County Detention Center bookin officer observed Glascow become combative with the Police Officer and went to assist the officer.
The Deputy and fellow officers removed Glascow from the police vehicle and attempted to restrain him, according to reports. Glascow continued to resit officers and the decision was made to carry Glascow into the building to complete the book in process. As the group of deputies began carrying Glascow into the the building he attempted to free himself by kicking at the deputy carrying his feet.
During the brief struggle one of the deputies felt a pain on the inside of his right thigh. The deputy looked down and observed Glascow biting the inside of his right thigh. Reports indicate that the deputy advised Glascow to stop biting him. Deputies regained control of Glascow and he was secured into a restraining chair at the Detention Center.
The deputy inspected the injury to his thigh and he was charged with interference with an police officer.

Calls:
Natrona County Sheriff’s Office responded to 111 calls over the weekend including a report of a “rogue chicken” Sunday that set off an alarm, a report of a robbery on Cedar Mesa Road, reports indicate that a group of people broke into a cabin drank all the beer, showered and played horseshoes. Sunday a report came in of a mountain lion circling a tent and rummaging through supplies, Sheriff’s found several raccoons in the area.
They also responded to an animal problem on zero road, shots being fired on Casper Mountain, and two disturbances.
