Dispatch: Man arrested for Colorado Warrant, officers find homemade pipe in his pocket

(Casper, Wyo.) – Here is a recap of law enforcement activity from around Natrona County over the past twenty-four hours. All those cited or arrested are presumed innocent until convicted in a court of law. Charges filed are subject to change following official filling from Natrona County District Attorney’s Office.

Casper Police Department

Arrests:

Sascha M Barelle, Casper, failure to appear.

Michael E Brown, Casper, public intoxication.

William P Holmes, Casper, interference, failure to appear.

Roy J Liberty, Casper, NICIC Hit, possession of controlled substance.

Casper Police Officers made contact with a male, later identified as Roy J Liberty in the area of Thelma and Legion. Officers made voluntary contact with Libery who substantially stated in court records that he had just left Sportsman’s Warehouse and was heading to the Eastridge Mall. When officers explained to him he was not heading the right way, Libery stated he was just going to the Common Cents on Wyoming BLVD to use a bathroom.

He told officers that he had just gotten out of a jail about a month ago. Officers ran his name through Dispatch and learned that he had a NCIC Warrant out of Colorado.

Libery was placed in handcuffs and asked if he had anything on his person that could harm officers including weapons, drugs, needle of that nature. Reports indicate that Libery stated, “I have a homemade marijuana pipe in my front pocket”.

Officers removed the marijuana pipe from Liberty’s front right pocket. According to reports the aluminum foil pipe was in a small baggie which contained green leafy flakes consistent with that of marijuana. Through officer training, officers could smell a distinct odor of burnt marijuana coming from the pipe.

Libery was transported to NCDC for the warrant and charged with possession of a controlled substance.

Carina N Orozco, Casper, failure to comply, child endangering.

Renae M Reed, Casper, failure to comply.

Virgil Tso, Casper, disturbance, breach of peace.

Casper Police Department responded to 173 calls including one assault, four disturbances, three drugs, one fight and five hit and runs.

Natrona County Sheriff’s Office responded to 42 calls including one animal problem, one theft, one property damage, and eleven traffic stops.
